Changes in Federal and State Financial Aid Programs

2011-2012 and beyond

The following programs are discontinued:

  • Federal Academic Competitiveness Grant
  • Federal SMART Grant
  • Federal Robert C. Byrd Scholarship
  • North Carolina Student Incentive Grant
  • Private Medical School Grants

2012-2013 and beyond

The following programs are discontinued:

  • North Carolina Legislative Tuition Grant (NCLTG)
  • North Carolina State Contractual Scholarship Fund (SCSF)
  • Grants for Students Attending Certain Private Educational Institutions

The following new programs will begin:
  • Need-based scholarships for NC residents who demonstrate financial need and attend private non-profit institutions of higher education, nursing or hospital schools in North Carolina
  • Forgivable Education Loans for Service (FELS) (See reverse side)

The following programs will be changed as noted:
  • North Carolina Education Lottery Scholarships (ELS) will be available to NC residents attending NC community colleges and UNC institutions, not independent colleges and universities or nursing schools.
  • Recipients of the UNC Need-based Grant will be limited to 9 semesters of full-time funding for a typical four-year degree program.

Forgivable Education Loans for Service (FELS)

The 2011 North Carolina General Assembly enacted legislation that merged multiple state programs into a single program known as the Forgivable Education Loans for the Service Program (FELS), providing forgivable loans to qualified North Carolina residents who are committed to working in North Carolina in identified high-need professions.

With the creation of FELS, the following programs administered by SEAA will cease funding new students beginning in the 2012-13 academic year.

  • Nurse Educators of Tomorrow Program
  • Nurse Education Scholarship Loan Program
  • Nurse Scholars and Master's Nurse Scholars Programs
  • Board of Governors' Medical Scholarship Loan Program
  • Prospective Teachers' Scholarship Loan Program
  • Teacher Assistant Scholarship Fund
  • Student Loan Program for Health, Science, and Mathematics Loan
  • Millennium Teacher Scholarship Loan Program

Continuing students who have received loans from the above programs and meet eligibility requirements for renewal will continue to be funded under the terms of their existing promissory notes.

FELS recipients will sign a promissory note agreeing to work in North Carolina in their approved fields of study. The terms of the promissory note will provide for forgiveness of the loan in exchange for specified employment. Loan recipients who do not fulfill the service obligation must repay their loans in cash.

Full program details and qualifying disciplines are being determined and will be posted in December of 2011 at http://www.cfnc.org/FELS. Students may visit that site now and sign up to receive an email notification when details of the program and the application are available.
